Mayor proclaims: Life is Texas Friendly

By Bev Barr BCC Editor

The Texas Flag and the Strzelce Opolskie flag are displayed against the clear blue sky of the Uttarakhand region of India, in one of several photographs Elenora Goodley presented to the city council Monday night following her recent trip to the Ukraine to celebrate the country’s 26th Anniversary of Independence. In August 2016, a delegation of four from Tysmenytsia, Ukraine — Bandera’s official Sister City-County — visited Texas. One year later, close friends of one of those delegates and head of the Tysmenytsia District Council, Roman Krutyi, climbed Meru Peak in the Garhwal Himalayas, taking the State of Texas flag (Republic of Texas flag) with them. Pictured from left to right are Mykola Kovalchuk, Taras Bodnarchuk, Yarema Kuzenko and Viktor Stasiuk.

Elenora Dugosh Goodley presented the city council with several photographs Monday night, parting gifts she received during a recent trip to Tysmenytsia, Ukraine — Bandera’s official Sister County-City. Goodley had traveled with her daughter, Joan Malarchuk, to celebrate the 26th Anniversary of Ukraine Independence on Aug. 24. Goodley shared a few details of her experience, such as the special visit of US Defense Secretary General James Mattis to Kiev in Ukraine on the day of the event. “The Ukrainian people welcomed General Mattis with lots of cheers and enthusiasm,” Goodley said.
In turn, Mayor Suzanne Schauman, presented Goodley and Malarchuk (in absentia) with an official certificate: A proclamation of goodwill ambassadorship which ended with the words, “Life is Texas Friendly.”
In other news, the city received only one bid for a new public water supply well and unanimously approved to go forward with that proposal.
There were four bids for engineering services for the Texas Water Development Board (TWDB) loan and council selected the one with the highest score, using a grading rubric derived from details from the Request for Quotations (RFQ) submitted.
The council clarified that that the tax rate will not increase this year. They also discussed the budget in general by examining specific line items. Several budget workshops will be scheduled during the next few weeks, none of which are posted on the website at this time.
